House Republicans yesterday narrowly elected Rep. Newt Gingrich
of Georgia to their No. 2 leadership position, effectively voting to
turn their party toward a more activist and confrontational style of
leadership in the House.
Gingrich defeated Rep. Edward R. Madigan (Ill.), a quiet and
skillful legislator who was backed by Minority Leader Robert H.
Michel (Ill.), 87 to 85 in a secret ballot election for House
minority whip. Gingrich's election was a victory for a younger and
more activist generation of House Republicans who have chafed under
what they consider the Democrat-accommodating old-guard leadership of
Michel, Madigan and others.
