Here's the next big headache for Edward J. Rollins, the top-dollar consultant hired to steer House Republicans out of their electoral doldrums: Reeling from the loss of Vice President Quayle's former seat in Indiana last week and facing two difficult special elections this month, Rollins is confronted with the possibility that many of the best and brightest House Republicans may be leaving.
