China's National People's Congress ended one of its most sobering
sessions in more than three decades today after approving a host of
measures sponsored by the ruling Communist Party and new legislation
designed to promote a more independent judiciary and enhance its own
role in China's political framework.
But the 2,688-member congress, meeting in an atmosphere of
economic crisis, appears to have failed to instill new confidence in
the country's leadership. One of the main aims of this year's
session, aside from the usual publication of policies already
determined by the party, was to reassert central government authority
