The management of Rosecroft and Freestate raceways wants to make
one of the most radical changes in the history of harness racing.
If the Maryland Racing Commission gives its approval, post
positions would be drawn immediately before a race-and after the
betting has closed. Bettors would risk their money hoping that their
horse would draw the favorable No. 1 post and praying that he would
avoid the usually fatal No. 8.
