This is National Volunteer Week at the White House, and President
Bush, who has made promotion of citizen service a centerpiece of his
administration, took to the bully pulpit two days in a row to praise
those who "enrich the American spirit" by volunteering.
While Bush spoke, the White House Office of National Service, a
13-person operation that will run the effort to encourage national
volunteer efforts, was scrambling to produce a major element of the
Bush program, Youth Engaged in Service (YES), aimed at encouraging
young people to help the needy.
The White House had expected to unveil the low-budget, big hopes
program, a $25 million-per-year effort, as a highlight of the week.
