Article: Takeshita Announces Resignation; Japanese Premier Apologizes to Nation For Recruit Scandal

Prime Minister Noboru Takeshita, his popularity at a record low as a result of the most pervasive political scandal in postwar Japanese history, announced his resignation today with an apology to the Japanese people for having contributed to what he called the growing "political distrust" among the public.

Takeshita said he will step down as soon as the Diet, Japan's parliament, approves the current fiscal year's budget, which has been stalled for weeks by opposition party demands for Takeshita's ouster. Budget approval could take several more weeks.
