Despite organized opposition to the measure, Clayton voters soundly approved a 1.5 percent income tax that will raise $1.4 million annually.

The final unofficial count was 2,878 to 1,797, or about 62 percent to 38 percent.

"I think the community came out and spoke on the direction that they wanted to the community to go," said Clayton City Manager Dave Rowlands. "They didn't believe all the misstatements that were spread by the opposition."

The same tax had been defeated in November, and Rowlands said that, going into Tuesday's vote, "We thought it was 50-50. We thought it was going to be a close vote, 51-49."
