More than two months after instituting the nation's most
far-reaching ban on semiautomatic assault rifles, Los Angeles
officials are confronting widespread passive resistance by gun owners
who have refused to sell, destroy or turn in the weapons.
Police say few of the lethal military-style rifles have been
turned in since the ban took effect March 1. "They are outraged at
anybody passing this kind of legislation," sporting-goods executive
Mike Lum said of many gun owners he has contacted.
Critics of the law, being challenged in state and federal courts,
say Los Angeles' experience indicates trouble for other localities or
