Cambodia's warring factions are for the first time addressing the
primary issue holding up a settlement to the 10-year conflict: What
to do about the communist Khmer Rouge.
Last week's peace talks here resolved some contentious issues and
made progress on others, such as the restructuring of the
Vietnamese-backed government in Phnom Penh. But the talks failed to
decide what role the Khmer Rouge should be allowed in an interim
government before elections are held.
The question is clouded by manyuncertainties, including different
estimates of the Khmer Rouge's ability to wage a protracted struggle
inside Cambodia and doubts over the policy of China, the group's
