R. Scott Hornberger challenges Bill Lohrer after 3 unopposed races

TROY - R. Scott Hornberger is challenging incumbent Bill Lohrer to become Troy's next council president, a position that demands little voting but lots of visibility.

The council president conducts City Council meetings, appoints council members to committees, and assigns legislative matters to those committees. A familiarity with those matters is a must; occasionally, the council president must break a tie vote if the council deadlocks. Lohrer, who has been council president since 1998, last broke a tie in July 2001.
