Article: Solution in Lebanon Eludes Arab Summit; Challenge to Syria Blunted as Meeting Ends

Syria survived the most serious challenge to date to its presence and policies in Lebanon when Arab leaders meeting here declined today to adopt a resolution explicitly calling for the withdrawal of Syrian troops and the intervention of an Arab peace-keeping force.

Falling back to a less confrontational posture toward Syria, the Arab League summit set up a committee of three heads of state-Morocco's King Hassan II, Saudi Arabia's King Fahd and Algerian President Chadli Bendjedid-to oversee another attempt at a political solution between warring Christian and Moslem communities.
