For the better part of a month, despite the best efforts of relief workers, a fully loaded U.N. food train bound for war-torn, famine-threatened southern Sudan remained stuck in the north. There was always a reason.

First, Sudan's railworkers were on strike for back pay. Then they wanted written guarantees that the train wouldn't be attacked by rebel soldiers. Then the train couldn't budge because of Ramadan, the Moslem month of prayer and fasting.
