DAYTON -- Ohio voting is poised to enter the 19th century.

Ohio Secretary of State J. Kenneth Blackwell on Wednesday ordered Ohio counties to cancel plans to purchase new, high-technology voting systems that use computer screens to step voters through their ballots.

Instead, he has ordered Ohio counties to buy paper-based voting systems in which voters fill in boxes or circles on ballot paper to indicate their votes.

Ohio's counties, forced by federal requirements, are moving away from punch-card ballots. After lengthy reviews last year, most county boards of elections chose touch-screen or computer screenbased voting machines and were expected to place orders this year.
