The dizzying pace of change in the communist world has prompted
many policy makers in the West to seek bold initiatives in response,
seizing the opportunity for transforming global relationships. This
may well be the time for boldness, and what furthers the process of
democratization and peace is worth pursuing.
Yet a fumbled opportunity due to ill-conceived policies could be
even more damaging than missing an opportunity due to an
overabundance of caution. In this regard, the rush to grant
most-favored-nation (MFN) trading status to the Soviet Union in
advance of institutionalized Soviet emigration reform is troubling.
