D.C. Plan for Federal Officers Gets Cool Response;House Panel Skeptical of Idea to Use Capitol Police in Drug Raids

D.C. Police Chief-designate Isaac Fulwood Jr. outlined a proposal yesterday to temporarily reassign 500 Capitol Police, U.S. Park Police and uniformed Secret Service officers for use in saturation drug raids in high-crime areas of Northeast and Southeast Washington.

"I would use the Capitol Police in our Special Operations Division, patrolling high-intensity drug areas . . . {and taking part} in high-visibility saturation patrols," Fulwood told members of a House subcommittee on personnel and police.
