Article: D.C. Judge Again Rebuffs Morgan's Bid for Freedom;Bill Would Limit Jail Time for Contempt

Predicting that Elizabeth Morgan may yet tell authorities the whereabouts of her daughter, D.C. Superior Court Judge Herbert B. Dixon Jr. issued a finding yesterday that leaves Morgan in the D.C. Jail after nearly 22 months of defiance.

That action returned Morgan's latest bid for freedom to a three-judge panel of the D.C. Court of Appeals. Meanwhile, today on Capitol Hill, a bill that would restrict the length of incarceration in cases like Morgan's is scheduled for a final round of language changes in the House District subcommittee.
