Article: D.C. Judge Again Rebuffs Morgan's Bid for Freedom;Bill Would Limit Jail Time for Contempt

Predicting that Elizabeth Morgan may yet tell authorities the
whereabouts of her daughter, D.C. Superior Court Judge Herbert B.
Dixon Jr. issued a finding yesterday that leaves Morgan in the D.C.
Jail after nearly 22 months of defiance.
That action returned Morgan's latest bid for freedom to a
three-judge panel of the D.C. Court of Appeals. Meanwhile, today on
Capitol Hill, a bill that would restrict the length of incarceration
in cases like Morgan's is scheduled for a final round of language
changes in the House District subcommittee.
Since at least 1985, Morgan has accused Eric A. Foretich, her
former husband, of sexually abusing their daughter Hilary, who was
born after the marriage ...
