The White House warned yesterday that a Democratic child-care
bill faces a presidential veto, but signaled willingness to
compromise in order to avoid a partisan stalemate of the kind that
has stymied legislation to raise the minimum wage.
The veto threat, conveyed to the Senate by Minority Leader Robert
J. Dole (R-Kan.), came as party leaders cleared the way for a Senate
vote today on rival Democratic and Republican child-care plans that
had been held up in part by a dispute over an ambassadorial
nomination for a former GOP senator.
Under an agreement between Dole and Majority Leader George J.
Mitchell (D-Maine), the Senate will vote on confirmation of former
senator Chic Hecht (R-Nev.) ...
