TIPP CITY -- Water won't be flowing from the new Northern Area Water Authority water treatment plant as soon as officials had hoped, but should be on its way first to Tipp City -- and then Vandalia -- customers "within the next few weeks."

Mo Eichman, Tipp City's utilities director, offered that estimate last week to the City Council. Officials had hoped to have the plant finished by midmonth and water flowing by Jan. 1.

Eichman said the raw water main to the plant and the transmission line to Vandalia have been completed by Howell Construction. That project came in around $200,000 under budget.

The treatment plant, being built by Shook Construction, is "essentially completed," he said. ...
