Paul A. Adams, inspector general for the scandal-plagued
Department of Housing and Urban Development, would seem to be
presiding over an investigator's dream. At the bottom of each
revelation in the widening circle of waste and abuse have been the
audits, investigations and congressional testimony coming from his
office.
But the sudden spotlight has turned out to be a mixed blessing
for Adams, for while he has gotten his share or praise for his role
in exposing the problems at HUD under the administration of
then-Secretary Samuel R. Pierce, he also has come under sharp attack
from members of Congress for not being more aggressive.
