Bush administration officials, noting what one called the
"lamentable" action by the Senate in sending back to the White House
the nomination of Fred Bush to be ambassador to Luxembourg,
nonetheless are not yet ready to say that he will be renominated.
The Senate has a rule that allows it to send back to the White
House any nominations pending for more than 30 days. The White House
must then renominate the official. This all amounts to political
signaling, with the Senate saying to an administration, in effect,
are you prepared to fight for this nominee, because we are prepared
to fight against him.
In the case of Bush, who is not related to President Bush, the
