The Food and Drug Administration, reeling from reports of corruption and fraud in the generic drug industry and in its own regulation of that industry, yesterday announced sweeping institutional changes designed to the restore the agency's credibility and shore up its enforcement and oversight authority.

In a statement with Health and Human Services Secretary Louis W. Sullivan, FDA Commissioner Frank E. Young announced plans for "intensified surveillance" of firms making generic drugs and the creation of an FDA ombudsman to "ensure fairness in the process of applications from industry."
