Every window is broken in the four-room house where Gracie Ann
Adkins lives. The roof leaks. The steps to the upstairs are
rickety. The floor of a second-floor bedroom where her two sons
sleep is caving in. The thin outside walls have several
baseball-size holes that Adkins stuffs with rags.
"I have tried for years to find something better," said Adkins,
33, who lives on $474 a month in public assistance and stays
rent-free in the house owned by her former mother-in-law in this
coal-mining community 50 miles south of Charleston.
