New plans by the Bush administration to simplify immigration
procedures for Soviet Jews seeking to come to the United States were
criticized in Congress yesterday as woefully inadequate to deal with
the anticipated number of visa applicants.
Refugee ceilings for fiscal 1990, which begins Oct. 1, set a
limit of 50,000 Soviet refugees out of a global total of 125,000.
But in testimony before a joint session of House Judiciary and
Foreign Affairs subcommittees, officials acknowledged that the
backlog of applications received but not yet processed already
exceeds this limit.
Meanwhile, Attorney General Dick Thornburgh ordered the
Immigration and Naturalization Service (INS) to reconsider the ...
