West German Chancellor Helmut Kohl held an emergency cabinet
meeting here today, announced preliminary plans for a summit with
East German Communist Party chief Egon Krenz and spoke by phone with
President Bush, Soviet leader Mikhail Gorbachev, British Prime
Minister Margaret Thatcher and French President Francois Mitterrand.
Kohl plans to meet Krenz at the end of this month or early next
month, in what would be only the third summit between a West German
chancellor and an East German party chief in the 40-year history of
the two states. The East German Communist Party, meanwhile,
announced an emergency party conference for Dec. 15-17.
