IN A SUNLIT room in the state capitol, Gov. Lamar Alexander of
Tennessee welcomed a visiting delegation of Japanese television
producers and reporters. The governor presented his visitors with
tie pins depicting crossed flags of Tennessee and Japan and
graciously accepted the group's gift of a painting. His message
stresed the bonds of culture and geography between Japan and
Tennessee: "In April and May our dogwoods bloom at the same time
your cherry trees bloom," he began. "I hope you will see the
similarities between the land and the people that we see in
Tennessee. That may be . . . why Japanese businesses feel at home in
Tennessee.
