Clark Clifford, the Washington operator, is 81 and is considered a Democratic "wise man." He recently emerged from breakfast with Jesse Jackson, the populist and foreign-policy ambulance chaser, to say of him, "What he is doing is bringing a new maturity to the American political scene."

Twenty years ago Clifford was secretary of defense. Here is Jackson on defense policy: "Don't nobody want no Midgetman missile for Christmas. They don't want no Star Wars for Christmas."
