The National People's Congress today elected Li Peng as China's
new premier-a cautious, Soviet-trained technocrat who faces urgent
challenges in the form of sharply rising prices, an irrational
economic structure and uncertain political support.
Li, 59, has served as acting premier for almost five months but
has operated in the shadow of Communist Party chief Zhao Ziyang, 68,
a former premier with more administrative experience. Zhao has made
it clear that he will continue to formulate broad policy guidelines,
leaving Li to implement them.
Li was the only candidate on the ballot, having been selected for
the premiership months ago by party leaders.
