IN NOVEMBER 1967, the United States made a secret promise to
Jordan's King Hussein: We would do our best to help him recover
most-but not all-of the West Bank territory captured by Israel in the
Six-Day War of June 1967. Various American administrations have been
trying ever since to deliver on that commitment-all without success.
Behind this stalemate over the West Bank lies an awkward dispute
between two close allies-the United States and Israel-over the
meaning and implementation of the document that was meant to resolve
the Arab-Israeli conflict-United Nations Security Council Resolution
242.
