A House subcommittee's decision to summon Drexel Burnham Lambert
junk bond chief Michael Milken to a public hearing today has touched
off a debate over whether the panel is being unfair to Milken.
Milken, the subject of civil and criminal investigations into
his dealings with former stock speculator Ivan F. Boesky and other
matters, is set to appear before the House oversight and
investigations subcommittee chaired by Rep. John D. Dingell
(D-Mich.). The subcommittee staff has been conducting a separate
investigation into possible junk bond market manipulation involving
Milken and other Drexel employees; Drexel officials repeatedly have
