Jesse L. Jackson, the Democratic presidential candidate whose strength and political clout is typically described in terms of the new voters he can bring to his party, has in fact attracted few new voters in 1988, exit polls show.

Jackson, who tells audiences and reporters that he is expanding the party by bringing in "new" and "renewed" voters, is relying largely on this reputation to attain his own goals-redistributing delegates in his favor and moving the party toward an accommodation of his policy views.

But an examination of ABC News primary election exit polls the past two months indicates that Jackson has not pulled new voters into the party as he did during his first presidential ...
