When the Montgomery County Council voted last fall to open the
way for massive new development in downtown Silver Spring, it was a
day of defeat for Patricia Singer and her coalition of civic groups.
But it was not the end.
"People thought we took the loss and went home . . . but, we
decided we weren't going to give up," Singer said yesterday as round
two in the battle over growth in Silver Spring opened with the
announcement of a citizens lawsuit against the county.
Attorneys for the Silver Spring-Takoma Traffic Coalition, a group
of 22 civic associations headed by Singer, said they had filed a
lawsuit that could block or reduce the size of a proposed shopping
and office mall planned ...
