The Soviet Union adopted a law today allowing citizens to form
cooperatives outside the state sector, following an unprecedented
display of independence by legislators, who demanded revision of a
related new tax code.
The law, which was passed by the Supreme Soviet at its regular
summer session, is a major element in the program of perestroika, or
economic restructuring, proposed by Kremlin chief Mikhail Gorbachev.
Its adoption had been widely anticipated by individual citizens, who
have already formed some 20,000 cooperatives in the last 21 months.

have sprung up all over Moscow and other large cities over the past
