The Soviet Union's initial troop withdrawals from Afghanistan, and Vietnam's surprise announcement that it will pull 50,000 of its forces from Cambodia this year, have prompted fresh optimism among analysts that after nearly 10 years Hanoi is sincere about wanting to end its costly occupation of Cambodia.

But the prospect of a unilateral Vietnamese withdrawal, promised by Hanoi to be completed in 1990, has raised new fears that Hanoi might leave behind a politically chaotic and potentially bloody situation with competing Cambodian armies battling to control territory-with the ultimate beneficiary being the widely reviled Khmer Rouge communists.
