The U.N. appeal for funds for Afghan refugee repatriation and
economic rehabilitation, launched with fanfare, has brought
expressions of dismay from relief workers acquainted with the
limitations of aid operations inside Afghanistan.
"Frighteningly irresponsible salesmanship," "obvious
self-defeating lack of realism," and "pure fantasy" were typical
reactions from relief workers to the recent appeal for $1.16 billion
in international assistance launched by Prince Sadruddin Agha Khan,
the U.N. relief coordinator for Afghanistan.
The United Nations was criticized as overambitious in soliciting
funds from governments unlikely to commit such a large sum with no
