Soviet leader Mikhail Gorbachev today offered to withdraw some
Soviet military aircraft from Eastern Europe if a NATO plan to
redeploy 72 U.S. F16 fighter bombers from Spain to Italy is canceled.
In a speech to the Polish Sejm, or parliament, Gorbachev also
proposed that European states organize a summit conference to discuss
"how to break the vicious circle and move from words to action in the
field of reducing conventional arms."
The twin proposals suggested a new effort by the Kremlin leader
to appeal to public opinion in Western Europe during a six-day visit
to Poland that began today. Later this week, Gorbachev will attend a
summit meeting of Warsaw Pact leaders here that western ...
