IS MICHAEL Dukakis the centrist he claims to be on defense and
foreign policy? Or, lacking in-depth knowledge of defense issues, is
he a captive of liberal advisors and interest groups within the
Democratic Party?
One little-noticed indication of Dukakis' views on defense issues
can be found in his 1986 opposition to a military-communications
system known as the Ground Wave Emergency Network, or GWEN. In
opposing construction of a portion of this system in Massachusetts,
Dukakis joined a national campaign that has been endorsed by nuclear
activists around the country and backed by the Institute for Policy
Studies, a left-leaning Washington think tank.
