One little-noticed indication of Dukakis' views on defense issues can be found in his 1986 opposition to a military-communications system known as the Ground Wave Emergency Network, or GWEN. In opposing construction of a portion of this system in Massachusetts, Dukakis joined a national campaign that has been endorsed by nuclear activists around the country and backed by the Institute for Policy Studies, a left-leaning Washington think tank.
