A video put forth by the Bush administration, The New York Times reported March 15, is being studied by federal investigators because of its potential to be misleading.

The video, made for local TV news programs to air, portrays President Bush receiving a standing ovation and paid actors posing as journalists praising Bush's new Medicare law.

It prompted Washington Post staff writer Howard Kurtz, when asked about it, to say, "It's become common practice for companies and trade associations to put out these video news releases, which sometimes are not identified as such . . . . But for the government to get into the same business is troubling."
