U.S. officials yesterday privately expressed concern that the
Soviet Union will not meet an Aug. 15 deadline for removing half its
troops from Afghanistan, and publicly reminded the Soviets of their
commitment in light of reports that 10,000 troops have been sent back
to defend Kabul.
The first crucial deadline of the Geneva accords approaches amid
charges of violations by both sides and in an atmosphere that could
affect their efforts to cooperate in resolving other Third World
conflicts. While the United States presses the Soviets for a
stepped-up withdrawal, the Soviets and their Afghan allies are
charging Pakistan and the United States with wholesale violations of
the April 14 Geneva ...
