Sen. Barbara Mikulski's "A New Kind of National Service" {op-ed,
July 17} is in some ways a good idea. However, with service
restricted to two weekends a month and two weeks in the summer, it
overlooks the need for full-time participants in national service and
the importance of earned income and work experience to many young
people.
Serving as tutors and teachers' aides, monitoring air, water and
noise pollution, delivering meals to shut-ins and serving in day care
centers cannot be handled by persons serving only on weekends and for
two weeks in the summer. If national service is to respond to many
of our greatest needs, it will have to provide volunteers who serve
full-time and year ...
