The major piece of AIDS legislation before Congress this year is
in trouble because of opposition by Sen. Jesse Helms (R-N.C.) to its
guarantees of confidentiality for people tested for the deadly
disease.
When the House two weeks ago resoundingly approved a bill
sponsored by Rep. Henry A. Waxman (D-Calif.) and sent it to a
conference with the Senate, which had passed its own bill, supporters
hoped an AIDS bill could reach President Reagan's desk this week.
The House passed a bill after its sponsors defeated nearly a
dozen amendments proposed by conservatives that would have required
premarital testing, reporting of names and addresses of those testing
positive and notification by doctors ...
