Article: Sen. Helms May Stymie AIDS Measure; Republican Opposes Secrecy in Testing

The major piece of AIDS legislation before Congress this year is in trouble because of opposition by Sen. Jesse Helms (R-N.C.) to its guarantees of confidentiality for people tested for the deadly disease.

When the House two weeks ago resoundingly approved a bill sponsored by Rep. Henry A. Waxman (D-Calif.) and sent it to a conference with the Senate, which had passed its own bill, supporters hoped an AIDS bill could reach President Reagan's desk this week.
