Article: Secretary Bowen Should Have Spoken Earlier

I commend Health and Human Services Secretary Otis Bowen for speaking out on the need for more drug treatment {"The Quiet Side of the War on Drugs," op-ed, Oct. 14}, but I find his statements surprising given that the administration has tried to cut treatment and prevention funding during the last eight years. The nation should have heard from the secretary before the waning days of the administration.
