I commend Health and Human Services Secretary Otis Bowen for
speaking out on the need for more drug treatment {"The Quiet Side of
the War on Drugs," op-ed, Oct. 14}, but I find his statements
surprising given that the administration has tried to cut treatment
and prevention funding during the last eight years. The nation
should have heard from the secretary before the waning days of the
administration.
The secretary is right that responsibility for treatment must be
shared by federal, state and local governments. However, under the
Reagan administration, state and local governments have had to bear
the burden alone. The Department of HHS does not fund, nor does the
