It is a war being fought with freight containers, huge cranes and
Toyotas, a battle royal on Chesapeake Bay that pits the upstart port
of Norfolk against Baltimore's long-held position as the leading
mid-Atlantic berth for ships carrying cargo to and from Europe, Asia
and South America.
At stake are hundreds of thousands of jobs and billions of
dollars in revenue that ripple out of the ports to surrounding cities
and towns.
If the present trends continue, Norfolk is likely to come within
a hair of handling as much general cargo this year as Baltimore,
