Silver Spring, an aging suburb that some hope can be restored to
its former glory, reached a crossroad early this month when
Montgomery County voters went to the polls to decide whether to build
a public parking garage.
To real estate interests and some residents, the decision to
approve the garage was a vote in favor of development, particularly
the planned construction of a huge downtown shopping center-the
Silver Triangle proposed by Moore & Associates and dependent on
adequate parking. That shopping center, they believe, is critically
important in turning around the suburb's sluggish office market.
