THE citizens of Edinburgh have until 31 July to reply to a consultation document launched yesterday by the city council, proposing the introduction of a GBP 2-per-journey charge for cars entering the city after 2006. The voters of Edinburgh will have another opportunity to tell the Labour group on the council what they think of this plan, at the municipal elections next May.

These "congestion charges" and the wider issue of how to resolve the city's growing transport problems bid fair to dominate the local political agenda until then - as well they should.
