The federal government has won more than $1 million in damages
and civil penalties from two Washington area corporations in settling
a civil lawsuit stemming from a massive investigation of bribes and
illegal kickbacks in the General Services Administration in the late
1970s.
Under an agreement filed yesterday in U.S. District Court, Carmen
C. O'Connor and her brother, Michael M. O'Connor, agreed to pay the
government $10,000 and to authorize a $1 million "consent judgment"
against Levcon Construction Co. Inc. and Michael M. O'Connor Inc.
Carmen O'Connor is listed as an officer of Levcon, and Michael
O'Connor as an officer of the other corporation in documents filed
yesterday.
