India and Pakistan have massed more than a quarter of a million
troops on their border, threatening to turn normal winter exercises
into a major confrontation.
India announced yesterday that it was moving fresh Army troops
into position along the sensitive frontier area in Punjab state in
response to what it said were threatening Pakistani moves. It called
in the ambassadors of Pakistan, the United States and the Soviet
Union to explain its moves.
"All the classic indicators that military men look at in normal
situations of maneuvers have been clouded. They are literally a
rifle shot away from each other," said one experienced military
observer.
