Article: Kenya Lambastes Wolpe for Remarks; Congressman Critical on Human Rights

According to the rigid but unwritten rules that govern political
discourse in this one-party state, no one dares stand up and publicly
accuse the Kenyan government of human rights violations. Nor does
anyone dare say in public that the police are intimidating leading
citizens and muzzling their complaints about the country's
leadership.
Earlier this month, however, Rep. Howard Wolpe (D-Mich.), who as
chairman of the House subcommittee on Africa is a key actor in doling
out U.S. aid on this continent, broke the rules.
In so doing, the congressman infuriated Kenya's president, Daniel
arap Moi. Last week, Moi accused Wolpe of bankrolling "dissidents,
crooks and swindlers" in this country.
