Just before drivers on Chain Bridge Road reach the heart of historic Fairfax City, they must negotiate a scenic, tree-lined bend in the road as it winds up a steep hill. Visitors might never think twice about that curve-unless they heard that it has come to symbolize the ideals, and perhaps delusions, of an entire city.
