Just before drivers on Chain Bridge Road reach the heart of
historic Fairfax City, they must negotiate a scenic, tree-lined bend
in the road as it winds up a steep hill. Visitors might never think
twice about that curve-unless they heard that it has come to
symbolize the ideals, and perhaps delusions, of an entire city.
The bend is called Rust Curve, and it is at the center of perhaps
the most enduring political issue in Fairfax City, an independent
jurisdiction with a population of 20,300 located 15 miles west of
Washington.
For years, planners and consultants have urged that Rust Curve be
eliminated and the two-lane road be widened to accommodate a daily
