Vietnam's traditionally secretive communist leaders are
apparently locked in an intense power struggle, blocking
implementation of an urgently needed economic reform plan that was
widely expected to emerge following last December's party congress,
according to recent interviews with diplomats, analysts, and Thai
officials.
On one level, according to analysts, the power struggle revolves
around the pace and scope of economic liberalization, with the
reformers battling for influence against ideological hard-liners.
