Chief Justice William H. Rehnquist, in his first major speech
since his bitter confirmation battle last September, steered clear of
controversy today in a low-key speech hailing the Constitution's
bicentennial.
Rehnquist, speaking to the American Bar Association here, praised
the existence of an independent judiciary and its powers to interpret
the Constitution to protect individual rights.
Meanwhile, Supreme Court Justice Antonin Scalia told the ABA that
the federal judiciary needs to be overhauled to prevent the quality
of judges and their work from deteriorating.
Rehnquist was sharply attacked by liberals after his nomination
